The 15th IRSA International Conference.

Welcome to the 15th Indonesian Regional Science Association (IRSA) International Conference. This annual conference will be held on 22-23 July 2019 in Banda Aceh, Aceh, Indonesia, and will be hosted by the Universitas Syiah Kuala in collaboration with the International Centre for Aceh and Indian Ocean Studies (ICAIOS), the Aceh Provincial Government and IRSA. Universitas Syiah Kuala is the main public university in Aceh province that plays an important role in promoting research and education in Indonesia. The theme of this year’s IRSA conference is Disasters and Regional Development.

The Conference

This conference is IRSA’s main annual event that promotes the advancement of research across the country. The conference will facilitate open discussions and debates, transfer of knowledge, strategies for policy formulation, and networking amongst scholars and policymakers. Each year since its establishment, the IRSA annual conference has been attended by a large number of academics and policymakers from numerous Indonesian institutions.
IRSA has also created a large network of academics and policymakers who are concerned with issues of regional development. This network has now reached a critical mass that can play a major role not only in the academic arena through research and publications but also contribute to the evidence-based regional development policies nationally, regionally, and locally.

The Location

Banda Aceh is the capital and largest city in the province of Aceh, located on the northwestern tip of Sumatra Island of Indonesia at the mouth of the Aceh River. The city covers an area of 64 square kilometres and had a population of 219,070 people, according to the 2000 census. The city was originally established as Bandar Aceh Darussalam Kandang as a capital and hub for the Sultanate of Aceh upon its foundation in the late 15th century, and later was changed to Bandar Aceh Darussalam, then became popularly known as Banda Aceh. Banda Aceh had long been at the centre of protracted conflicts between the Acehnese and foreign domination, including war with Portuguese, wars with the Dutch, the Japanese and the Indonesian government. The city rose to international prominence in the aftermath of the Indian Ocean earthquake in 2004, suffered great damage in the earthquake and further damage by a tsunami afterwards, killing 167,000 people died as a result.

CALL FOR PAPERS

The Indonesian Regional Science Association (IRSA) in collaboration with Syiah Kuala University invites scholars, practitioners, and students to submit papers to be presented in the 15th IRSA International Conference. The theme of the conference is Disasters and Regional Development, and it will be held in Banda Aceh, Indonesia, on 22-23 July 2019. Plenary session speakers include Vivi Alatas (World Bank), John Piggott (UNSW) and Suprayoga Hadi (BAPPENAS).

Potential topics to be discussed in the conference include, but not limited to:

Disaster risk reduction and early warning system
Disaster risk finance and insurance
Managing post disaster recovery and sustainability
Local government innovation and governance
Economic shocks and social safety nets
Income inequality and regional disparities
Infrastructure, basic utilities and regional management
Public services and human development
Trade, investment and economic growth
Decentralization and regional fiscal policies
Regional macro and financial policies
Inflation and exchange rate policies
Islamic finance and Syariah based development
Culture, land and village development

Extended paper abstract of up to 1,000 words should be submitted online via http://www.conftool.com by 15 April 2019. Extended abstract should consist of background, purpose and potential contributions, data and methodology, results, conclusion and keywords. An example of such extended abstract can be seen over here. Abstracts must be submitted in English, as also the full paper.

Paper sessions are seminar-style for each paper and ample time for discussion and for participants to provide constructive feedback to authors. Paper presentations will be in English.
